Shell Officially Purchases 100,000 Barrels of Fuel from Pertamina

Jakarta: PT Shell Indonesia (Shell) has officially reached an agreement with PT Pertamina Patra Niaga to purchase 100,000 barrels of fuel to cover stock shortages at private gas stations.

Deputy Minister of Energy and Mineral Resources (ESDM), Yuliot Tanjung, stated that Shell purchased one cargo of base fuel from Pertamina Patra Niaga.

"Shell has an agreement with Pertamina. So, on November 24th or 25th, it will arrive at the agreed delivery point between Pertamina and Shell," Yuliot said in Jakarta, as quoted by Antara, Wednesday, November 26, 2025.

He explained that upon the cargo's arrival in Indonesia, Shell will immediately pick up and distribute it to gas stations. The additional quota is projected to meet stock requirements until the end of 2025, pending the next import quota allocation.

This purchase agreement follows a directive from Energy and Mineral Resources Minister Bahlil Lahadalia for Pertamina to assist private companies that have exhausted their fuel import quotas.

Addressing fuel shortages at private gas stations

As previously reported, the Ministry of Energy and Mineral Resources stated that negotiations between Shell and Pertamina had entered the final stages.

Director General of Oil and Gas Laode Sulaeman stated that Shell had submitted the volume it wanted to purchase, although he could not yet disclose the details.

"Vivo already did it yesterday, and now the latest news is that Shell is entering the final stages," Laode said when met at the Ministry of Energy and Mineral Resources office in Jakarta on Monday, November 24, 2025.

Fuel shortages at Shell, BP, and Vivo gas stations occurred from mid-August to October 2025 due to the exhaustion of import quotas for several companies.

Currently, several private gas station operators have entered into agreements with Pertamina, namely AKR, BP, and VIVO. Pertamina has already supplied 100,000 barrels of fuel to BP-AKR in the first phase.

Furthermore, Pertamina has also distributed fuel supplies to Vivo in a similar volume, namely 100,000 barrels of oil. Meanwhile, ExxonMobil has not yet submitted a request due to its existing stock.
