Jakarta: The Ministry of Transportation said the government is preparing a Government-Borne Value Added Tax (PPN-DTP) stimulus worth Rp722 billion for economy-class domestic flights during Christmas 2026 and New Year 2027.

Director General of Civil Aviation at the Ministry of Transportation Lukman F Laisa said the stimulus policy has been approved through a Minister of Finance Regulation, which serves as the legal basis for implementing the year-end flight program.

"The PPN-DTP budget is Rp722 billion for the implementation period (ticket purchases) from October 20, 2026, to January 10, 2027, and for flights from December 22, 2026, to January 10, 2027," Lukman said in Jakarta, as quoted by Antara on Wednesday, October 28, 2026.

According to Lukman, the PPN-DTP stimulus means the tax on domestic scheduled commercial economy-class air transport services will be borne by the government.

Stimulus Period
The stimulus program applies to economy-class domestic flights for travel between December 22, 2026, and January 10, 2027, in accordance with the provisions set by the government.

Lukman explained that the public can already purchase tickets to take advantage of the stimulus program now that the implementing regulation has been issued by the government through the Ministry of Finance.

"Alhamdulillah, the PMK (Minister of Finance Regulation) has been issued. So ticket purchases can start now, for travel from December 22 (2026) to January 10 (2027)," he said.

The government has prepared a budget of Rp722 billion to support the implementation of the stimulus while also helping air travel’s price remains affordable for the public during the period of increased mobility.

Lukman said the policy is part of the government's efforts to keep air transportation accessible and affordable as travel demand rises at the end of the year.

Supporting Public Mobility

In addition to helping the public, the stimulus is also expected to support smooth national mobility by giving people the opportunity to travel by plane at a lower cost.

Overall, the number of air passengers during the period is estimated to reach around 4.72 million, an increase of about two percent compared to the previous period.

"The 2026 forecast totals 4.72 million, while last year it was 4.70 million. That includes domestic and international. So domestic is expected to rise by one percent, and international by six percent," he said.

The government hopes the stimulus will provide direct benefits to the public while maintaining the stability of the air transportation sector during the year-end holiday season.

The Ministry of Transportation assured that the implementation of the stimulus will continue to be monitored to ensure it runs in accordance with regulations and has a positive impact on users of economy class domestic flight services.
