ATI Formulates A New Highway Financing Scheme, Involving Private Roles

Jakarta: Indonesian Toll Association (ATI) establishes an update to a more sustainable financing model by expanding the role of private investment to reduce the burden of State Revenue and Expenditure Budget (APBN).

That idea will be a focus at Focus Group Discussion (FGD), titled toll road infrastructure alignment for Indonesia’s sustainable development, that will be held on August 12, 2026 in Jakarta.

The Chairman of ATI, Rivan A. Purwantoro emphasized that his party fully committed in supporting the government's program as an effort to modernize the national transportation ecosystem, also improve quality service and road safety.

“The toll road construction at the end should give a real benefit to people. Public needs a safe, comfortable, high-quality, and reliable toll road service. Therefore, ATI with government to maintain the sustainability of industry whilst ensuring the public obtains the best toll road service,” said Rivan in Jakarta, Sunday, August 6, 2026 in a press release.

Now, toll road network that operates in Indonesia has reached 3.115,98 kilometer, comprising 76 sections. This infrastructure is managed by 69 Toll Road Operating Company (BUJT) with total investment reaching Rp668 trillion for operated sections, and projected that is going to reach Rp1.000 trillion if accumulated with sections that are still in the preparatory stage and under construction.

In the middle of massive development, government financial capacity certainly has its limitations. Especially, most of the toll roads now are still in the early until mid-stage of the investment returning cycle. This condition needs a health structure alignment to ensure that long-term effort remains sustainable.

Another challenge in the practice is also on rise as a result of the proliferation of overloaded lorries or Over Dimension OverLoading (ODOL) which accelerates road damage and triggers safety risk. Because of that, FGD forum is designed as a solution-oriented dialog room.

This event will be opened by Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono (AHY) and Minister of Public Works Dody Hanggodo.

Discussion will be guided by management expert Prof. Rhenald Kasali, by presenting an economist Dr. Muhammad Chatib Basri and Prof. Bambang Brodjonegoro as the keynote speakers.

That forum involves a wide participation, from Committee V of the Indonesian House of Representatives, Ministries/institutions (Ministry of Public Works, Ministry of Finance, National Development Planning Agency (Bappenas), Ministry of Transport, Indonesian Investment Coordinating Board (BKPM), and etc.), supervisory and law enforcement bodies (BPK, BPKP, KNKT, Korlantas Polri), as well as academics, the banking sector and investors, and Consumers Association from Indonesia (YLKI).

General secretary of ATI Kristianto underlined that the vision alignment between government and industry players in the terms of formulating a fair financial scheme and toll road regulation.

“Synergy and policy balance is very important for the national toll road industry in the future. Through this FGD realization, ATI hopes that be able to compile a range of critical perspectives and solution-oriented ideas across various sectors that we will draft into the policy recommendations document (white paper) comprehensively,” explained Kristianto.

That white paper will be handed over to the government as a strategic input. The aim is to ensure that the future national toll road policy can be fairer, more sustainable, and provide optimal benefits to accelerate Indonesia’s development.
