Jakarta: Minister of Environment and Forestry (LHK) Siti Nurbaya conveyed the results of air quality in Jakarta, Bogor, Depok, Tangerang and Bekasi (Jabodetabek) at the meeting chaired by President Joko Widodo (Jokowi). The meeting agreed to implement emission tests for motorised vehicles.
"This emission test is a way to force vehicle owners to carry out inspections and maintenance of their own vehicles," said Siti when quoted from Media Indonesia, Monday, August 14, 2023.
Siti said that awareness of vehicle emission tests in DKI Jakarta is still low, around 3-10 percent. In fact, the emission test is one of the short-term steps requested by President Jokowi to address poor air quality.
The Head of State also ordered all ministries, institutions and local governments to implement vehicle emission tests. Especially on vehicles entering government offices.
In addition, the Provincial Government of DKI Jakarta will hold an emission test raid. Compliance with emission tests will also be used as a condition for extending vehicle registration certificates (STNK) and vehicle taxes.
"So if we start from DKI or Jabodetabek first, then when it's good all (regions) will be carried out (emissions test)," said Siti.
The government is also considering implementing an Environmental Pollution Tax. According to him, this is regulated in Government Regulation (PP) Number 22 of 2012 concerning Permits to Organize Motorized Vehicle Driving Education and Training.
"Technically, the imposition of environmental pollution tax has been prepared," said Siti.
The National Research and Innovation Agency (BRIN) and the Ministry of Environment and Forestry have finalized the formula for implementing an environmental tax. However, the new regulations need to be socialized and tested by the public because they involve taxes.
"It's pretty good because of the numbers. Then indeed, if we look at the new vehicles, there are already rules that must meet euro emission standards," said Siti.
However, the problem is with old vehicles. Older vehicles will be subject to more taxes or fines if they do not meet euro emission standards.
"It's being exercised (testing the rules) if for example twice (not according to standards) you have to be fined for the vehicle. You have to be removed from the Samsat list," said Siti.
