Purbaya Commits in Keeping RAPBN 2027 Prudent and Sustainable

Jakarta: The Finance Minister Purbaya Yudhi Sadewa ensures the State Revenue and Expenditure Budget 2027 remains solid, credible, and sustainable.
That is accomplished by a more high-quality and efficient increase in the nation's revenue and expenditure as well as an innovative and prudent budget funding.
“APBN will be managed (to remain) prudent and sustainable by various efforts. First, we continue to optimize through compliance and tax base rise, strengthening Coretax, SDA (natural resources) optimisation, and a more measurable fiscal incentives to encourage investment,” stated Purbaya at the budget committee (Banggar) meeting of Indonesia’s House of Representatives (DPR) regarding Level I Discussion/Discussion on the Bill on the APBN 2027, in Jakarta, as reported by Antara, Friday, August 28, 2026.
He added, the country’s expenditure will continue to be directed toward a greater quality to support economic growth. Other than that, the government also continues to strive to ensure that financing can be managed prudently and innovatively by maintaining deficit and debt in a safe limit.

State Revenue Is Expected to Rise
For information, the state revenue in the APBN draft (RAPBN) is projected to reach Rp3.426 trillion or grow 6,8 percent from 2026 outlook, with a ratio 12,23 percent toward Gross Domestic Product (GDP).
The state revenue consists of Ro.2.908 trillion from tax revenue, non-tax state revenue (PNBP) at Rp517,4 trillion, and grant revenue at Rp0,7 trillion.
Specifically, tax revenue consists of Rp2.591,4 trillion in tax receipts and Rp316,6 trillion in custom and excise revenue.
In accordance with the economic activity strengthening and sustainability of tax reform, the ratio of tax revenue is projected to reach 10,38 percent toward GDP.
To achieve that target, the government will continue the tax reform sustainably, including tax policy harmonization to enhance the state revenue’s capacity and base.
“The rise in compliance becomes a key to optimize revenue through the use of technology, strengthening inter-institutional synergy, and a more effective law enforcement,” said Purbaya.

The State Expenditure Grows 3,9%
The state expenditure is targeted at Rp4.097,2 trillion or grows 3,9 percent from 2026 outlook, which consists of Central Government Spending (BPP) at Rp3.362,2 trillion and Transfers to Region (TKD) at Rp735 trillion.
BPP 2027 will be directed to high-qualified expenditure by maintaining public services and supporting the public's purchasing power to achieve sustainable development.
While, TKD 2027 policy is expected to be capable of strengthening the quality of regional expenditure and support a more equitable and sustainable development.
According to that state revenue and expenditure, the budget deficit is set at Rp671,2 trillion or 2,40 percent from GDP, with a measured and controlled debt ratio and kept at a safe limit.
In line with that, the 2027 financing policy remains to be directed prudently, measurably, and innovatively to support national priority programs by maintaining fiscal sustainability.
“With that policy, RAPBN 2027 remains expansive yet measured, with a deficit of 2,4 percent (from) PDB, so that APBN is able to encourage growth as well as maintain fiscal sustainability,” he said.
