BNPP Prepares 2027 Work Plan to Strengthen National Border Development

Jakarta: The Indonesian National Border Management Agency (BNPP), through its Planning and Cooperation Bureau, held a Coordination Forum for the Preparation of the 2027 Work Plan and Budget (RKA) on Monday, June 22, 2026.
The forum aimed to ensure the continuity of border management and development programs, in line with national policy directions.
The forum involved several stakeholders from various ministries and agencies, including the Directorate of Rural Affairs, Affirmative Regions, and Transmigration (PDAT), as well as the Directorate of Defense and Security under the Deputy for Political, Legal, Defense and Security Affairs at the Ministry of National Development Planning (Bappenas).
The Head of BNPP’s Planning and Cooperation Bureau, Budi Setyono, explained that the Work Plan would focus on supporting 13 activities for 11 National Priority Programs in border areas. It would further implement three national priority activities assigned to BNPP, seven non-deferrable BNPP priority activities, 58 BNPP priority activities, and 26 management support activities.
He added that all proposed programs and activities must align with national priority programs as mandated by President Prabowo Subianto.
First Expert Planner at the Directorate of Defense and Security under Bappenas, MT. Noor Hafa, noted that border area development programs aligned with Asta Cita’s Priority 2, which aims to strengthen the nation's defense and security systems whilst enhancing national self-reliance.
Efforts will include advancing defense capabilities, maritime security, intelligence and domestic security, alongside enhancing border diplomacy through the settlement of land and maritime boundaries with neighboring countries.
He further outlined three priority initiatives: the construction of Border Security Posts, the construction of the Kalimantan Border Inspection and Patrol Route (JIPP), and the construction of Indonesian Navy Posts.
Muhammad Yudo, a representative of PDAT, added that BNPP’s border area development programs were also aligned with Asta Cita’s Priority 6, as well as the National Priority Work Program (PKPN) for accelerating development in underdeveloped, frontier, and outermost regions (3T).
There are currently 30 underdeveloped regencies and 204 border sub-districts nationwide, with 431 priority villages categorized as underdeveloped and very underdeveloped. These locations serve as the focus of development interventions, particularly in the education and health sectors.
On the matter of budget, Budi Setyono said “The BNPP’s indicative budget ceiling for the 2027 Fiscal Year is IDR 213.92 billion, consisting of IDR 193.92 billion in operational expenditures and IDR 20 billion in non-operational expenditures. However, the border management programs have yet to receive budget allocations.”
The Deputy for Border Area Potential Management at BNPP, Inspector General Edfrie R. Maith, confirmed that the Head of BNPP, Tito Karnavian, had submitted a proposal for an additional budget to the Ministry of Finance, Bappenas, and Commission II of the House of Representatives (DPR) during a hearing on June 11, 2026.
BNPP proposed a budget requirement of IDR 231.54 billion for 2027, which would bring the total proposed budget ceiling to IDR 445.47 billion.
The Director of PDAT, Mohammad Roudo, added that the government would issue a Joint Budget Ceiling Letter (SBPA) in the near future. He urged the BNPP to expedite the confirmation process to ensure that the proposed budget could be accommodated in time.
The Coordination Forum emphasized the need for BNPP to strengthen the supporting documents for its additional budget proposal. These documents will serve as the basis for Bappenas to evaluate funding priorities.
Through the forum, BNPP RI has reaffirmed its commitment to advancing border area development in a planned, integrated, and sustainable manner.
