Funds Ready to Repay High-Speed Rail Debt: Purbaya

Jakarta: Finance Minister Purbaya Yudhi Sadewa confirmed that the Ministry of Finance possesses sufficient funds to meet high-speed rail debt repayment obligations following the transfer process scheduled for mid-September.

Purbaya stated that the government does not need to seek new investors to finance the debt obligations, as the funds for repayment are already available through a state-owned enterprise (SOE) under the Ministry of Finance.

"No, the money is already there," said Purbaya at the Presidential Palace Complex in Jakarta, as cited by Antara on Tuesday, September 8, 2026.

Debt obligations borne by Ministry of Finance BLU

He explained that once the transfer is executed, the high-speed rail debt obligations will be handled by a Special Mission Vehicle (SMV) or Public Service Agency (BLU) under the Ministry of Finance.

According to Purbaya, the company's financial capacity is deemed sufficient to meet the debt obligations. He cited the example of an SMV that generates annual profits of approximately IDR3 trillion to IDR4 trillion.

Furthermore, he noted that the SMV designated to manage the high-speed rail project posts net profits of up to IDR800 billion per year.

"It is enough to pay the current debt. We will calculate the details later," he said.

No payment to Danantara

Purbaya stated that the process of transferring the high-speed rail project to the Ministry of Finance does not involve any payment transaction to Danantara Indonesia.

The Ministry of Finance will receive an equity injection valued at zero rupiah but will subsequently assume responsibility for the high-speed rail debt obligations.

"There isn't one. The equity injection is given to me at zero rupiah. I am the one assuming the future debt. My SMV is assuming the future debt. So, there is no cost to me," Purbaya explained.

He emphasized that debt settlement would take place after the high-speed rail transfer process is completed. The government, he said, will first calculate the total obligation and determine which state-owned enterprise (SOE) under the Ministry of Finance will handle the debt repayment.

"What is clear is that we are not paying. We are not making any payment to Danantara for this transfer," Purbaya emphasized.

However, Purbaya has not yet disclosed the name of the State Mission Vehicle (SMV) company that will be tasked with handling the high-speed railway debt repayment obligation.
