Rosan Seeks to Strengthen Research-Industry Collaboration to Accelerate Downstreaming

Jakarta: Minister of Investment and Downstreaming and Head of the Investment Coordinating Board (BKPM), Rosan Roeslani, called for stronger collaboration between researchers and industry to accelerate downstreaming efforts.
 
“We highly value the contributions of academics and university students, particularly in research and development. We must strengthen this collaboration moving forward so that we can achieve greater outcomes,” Rosan remarked during his keynote speech at the National Dialogue of the 2026 Science, Technology, and Industry Convention (KSTI) in Jakarta, as reported by Antara on Sunday, June 28, 2026.
 
“Industry-linked research is crucial for building a healthy and sustainable industrial sector. Regulatory certainty, good governance, and business friendly conditions will boost investor confidence while fostering fair competition,” Rosan added.
 
According to Rosan, investment should be measured by its ability to create jobs, boost national productivity, strengthen technological capabilities, and generate greater economic value.
 
Current downstreaming efforts have begun to display positive results. In 2025, Indonesia's realized investment reached IDR 1,931.2 trillion, marking a 12.7 percent year-on-year increase. The figure exceeded the government’s target, reaching 101.3 percent of the initial investment goal. The investments also created 2.7 million jobs, representing a 10.4 percent increase compared to the previous year.
 
Super Tax Deduction incentives
To strengthen the innovation ecosystem, the government will introduce a ‘super tax deduction’ incentive of up to 300 percent for research and development activities.

The government is also preparing a tax deduction incentive of up to 200 percent for education and training initiatives. Rosan believes that these incentives will help create a more conducive environment for developing future talent.
 
He emphasized the need for improved workforce competency through training, research, skills development, workplace safety, and harmonious industrial relations.
