Shell–Pertamina Talks Near Completion as Fuel Supply Stabilizes Across Private Gas Stations

Jakarta: Negotiations between Pertamina Patra Niaga and the private operator of Shell fuel stations have reached their final phase, the Ministry of Energy and Mineral Resources (ESDM) confirmed on Monday.

“Vivo entered the process yesterday, and now Shell is also in the final stage,” said Laode Sulaeman, Director General of Oil and Gas at ESDM, as quoted by Antara on November 24, 2025.

The discussions are part of directives from Minister Bahlil Lahadalia to secure fuel supply for private operators whose import quotas have run out. Several companies — including AKR, BP, and Vivo — have already signed supply agreements with Pertamina. BP-AKR and Vivo each received an initial delivery of 100,000 barrels.

Shell has submitted its request for supply but has not yet confirmed the volume.

“We are still waiting for Shell’s final figure,” Laode added.

Fuel shortages hit Shell and BP stations in mid-August, followed by Vivo stations in mid-October. BP’s supply began to recover by late October, and Vivo’s stock levels have gradually stabilized since November 23.

Shell remains the last major operator still finalizing a purchase agreement. Ingrid Siburian, President Director & Managing Director of Mobility Shell Indonesia, apologized to customers for the disruptions and said the company is working to normalize supply while maintaining procurement procedures and quality standards.
