Tokyo: The third Japan-Indonesia Foreign and Defense Ministerial Meeting (“2+2”) take place on November 17, 2025. Japanese Foreign Minister Toshimitsu Motegi and Japanese Defense Minister Shinjiro Koizumi met with Indonesian Foreign Minister Sugiono and Defense Minister Sjafrie Sjamsoeddin.
The four ministers welcomed the re-establishment of the "2+2" between Japan and Indonesia, which are comprehensive strategic partners, after approximately four and a half years.
Minister Motegi stated that it is increasingly important to strengthen efforts to realize a "free and open Indo-Pacific" (FOIP), so that security cooperation between the two countries, as democracies and maritime nations, is of great significance.
"The four Ministers shared their understanding of the increasingly challenging security environment and discussed bilateral security and defense cooperation as well as the regional situation," said a statement from the Japanese Embassy received on Tuesday, November 18, 2025.
In addition to international cooperation to maintain and strengthen a free and open order based on the rule of law, they also ensured strengthening cooperative relations.
Bilateral Security and Defense Cooperation
The four Ministers welcomed the development of cooperation in the field of maritime security vessels, including the provision of patrol vessels through ODA from Japan to Indonesia since the previous "2+2" agreement, as well as the provision of high-speed patrol vessels through the OSA. They also agreed to continue expanding cooperation in the field of maritime security through the OSA and other means.
Furthermore, the four Ministers welcomed the progress of numerous efforts in the areas of joint training and human resource exchanges between the two countries. They also welcomed the development of discussions between security authorities, including cooperation in the areas of defense equipment and technology based on the agreement on the transfer of defense equipment and protection technology signed during the previous "2+2," and agreed to further promote such discussions.
In addition, to deepen bilateral cooperation, they also agreed to initiate discussions between defense authorities on procedures for protecting military information.
Regional Situation and Cooperation on the International Stage
The four Ministers also discussed the situation in the East and South China Seas, North Korea, the Middle East, and Myanmar.
Regarding the situation in the East and South China Seas, Minister Motegi and Minister Koizumi expressed serious concern about unilateral attempts to change the status quo through continued and escalating force and intimidation.
Furthermore, the four Ministers affirmed the importance of adhering to international law, including the United Nations Convention on the Law of the Sea (UNCLOS), from a position of supporting a maritime order based on the rule of law.
Regarding the situation in North Korea, they shared serious concerns about the development of nuclear and missile development and military cooperation between Russia and North Korea, and emphasized the importance of implementing the UN Security Council resolution calling for the complete denuclearization of North Korea.
Minister Motegi requested further understanding and cooperation and received support from Indonesia in promptly resolving the issue of the criminalization of Japanese citizens.
Regarding the situation in the Middle East, the four Ministers confirmed their commitment to working together, including within the framework of the Meeting on the Promotion of East Asia Cooperation for Palestinian Development (CEAPAD), for the expeditious rehabilitation and reconstruction of Gaza and the end of the "two-state solution."
Regarding the situation in Myanmar, the four Ministers shared their serious concerns about the deteriorating situation and assured their continued close cooperation.
